But even if they did and he could declare three times, it doesn't make sense for Jontay to declare for the 2019 draft. If his evaluation from 2018 led to his return, then he'll have had no body of work to improve upon that assessment. He won't have recovered in time to do any workouts for teams before the 2019 draft.
His best course of action is to redshirt and rehabilitate his injury, play his sophomore season in 2019-20, and then self-evaluate whether his play measured up to the goals his 2018 evaluation set for him. If so, then he may want to declare for the 2020 draft, and, if not, he would be well off to return for his junior season (but fourth year of studies) in 2020-21 to maximize his potential and get his degree before moving on the the NBA.
Remembering Kelly Thames, how he was never the same after he tore up his knee (he was on an NBA track beforehand), I suspect Jontay's sophomore season won't be extraordinary.
