Recall that the press corpse has called graffiti something like urban outdoor art and lauded it as being expressive and unbounded.
So yeah, socialists encourage those they think are stupid to express themselves in anti social ways so the socialists can then ride to their apparent rescue when societal norms are violated and decent people are offended.
Those decent people are of course, racist. But you knew that.
