What is a reasonable percentage?

Not matching forms on the part of the registrant is probably the most likely cause. My wife changed her name when we got married; this is part of that problem. Its no fault of hers that she had to name change and, even though she updated it EVERYWHERE, its possible that government wires got crossed.

Then there are the above, where people's names get entered incorrectly.

What percentage of people did EVERYTHING properly and still didnt end up on the rolls? 25%? Id say thats fair. Thats a considerable number of people of over 53,000 who may not even know there is a problem with their registration.
