Hard to get local supplies to areas where you negligently failed to stockpile supplies after a hurricane when you didn't provide adequate structures to store emergency rations.
Hard to get anything done when you refuse to cooperate at the local level and prepare for the coming disasters.
Why, it's almost like Soros told them to not supply the whole island with emergency rations, because we needed some population reduction anyway.
