there is full partisanship. Both sides have an agenda in their criticism.

They vastly prefer to seek out the political answers rather than seek the truth.

Equally on the other hand, the bureaucracy has grown so much in each department, that each department wants to run autonomously and will use their own agendas to push that.

You are essentially asking for a bi or non partisan answer to a partisan problem.

To add to the confusion, we now really don't know what Trump "believes" around the whole Russian spying as he has played both sides on this.
