because of the shape of the parcel, zoning laws, the costs associated with ownership such as taxes, special assessments, maintenance, and security, the parcel may have little to no commercial value, i.e., no value to anyone. Therefore, a landscape or PUBLIC park space is likely already the "Highest and Best Use" of that parcel of land. There are millions of acres in the US that nobody wants to own. They certainly don't want to own small San Fran spaces they can't develop, and which they have to pay security to keep scum from shooting up in and ****ting in.
