It's not only public land that is defiled. Sidewalks in front of private businesses are hosed nightly to cleanse them of feces, urine, vomit, and needles. The VERY FIRST person I spoke with outside my hotel on my first visit threw up all ov er the sidewalk (2pm on a wednesday) before he could utter a word in reply to my question. By midnight, the streets smells worse than the wharfs
