The Tiger program is supposed to be self sufficient. The University has and does from time to time cover shortfalls in the Tiger AD with general funds, but it is to be reimbursed by The Tiger AD in years in which it runs a surplus.
The "cost" of hiring a hire dollar coach is more than just his additional salary. Such a hiring would almost certainly require more staff, higher assistant coach salaries, larger recruiting budgets, etc.
Since over time the program has to be self sufficient (revenue has to cover expenses) and the fan base supplies the revenue (primarilly through paying more to attend games and increased donations), it determines whether a high dollar coach can be hired and kept employed.
Tiger football is clearly not a cult religion in Missouri. This limits its revenue and resources when compared to various SEC programs (primarily game revenue and donations). The level of fan interest and support is ultimately basic limiting factor for the program's success.
