In this case, a per mile tax charges ALL people the same who use the roads... if you travel the roads a lot, you pay more... if you travel the roads less, you pay less...
The reason CA has not implemented a per mile tax is BECAUSE it is fair! "Poor people' tend to live farther from where they work and are forced to travel more miles than the more affluent people who live closer to their workplace (or from a home office)
