put an annual ‘vehicle safety inspection’ requirement on cars like they had in Kansas when I was a teen. It was an annual requirement to get your tags renewed.....

Record the mileage and get a bill to pay with your tag renewal fee based on the miles driven since your last ‘safety inspection’

A per mile tax is actually the fairest way to collect taxes for the roads.....
