Cohen's business partner managed to plea from a charge of failing to pay $5 million in taxes, 4 counts of criminal tax fraud, and a count of grand larceny down to one single count of evading $50k of taxes which would only get him 5 years of probation. The government doesn't make that deal without significant evidence to take down Cohen.
