Halper was being paid by the U.S. government, from an account under the Defense Dept. His assignment was to have conversations with the Trump campaign marks, for the sole purpose of reporting those conversations back to U.S. intel agencies. His past work history for Pub Admins is not relevant to his work for the Obama Admin. It was a setup for the purpose of initiating surveillance and a counter-intel investigation, not a benign informant reporting nefarious activities.
