No one claims NBA teams will pass on clear stars (Ewing, LeBron) in favor of projects, which neither of those guys were.
Leonard was drafted in the middle of the first round by a playoff team and is irrelevant to what we're talking about.
This is specifically about the "dregs" who are rebuilding. In the NBA, rebuilding is a process that takes several years, and teams care far less about immediate impact than they do about impact when they expect that rebuilding process to be complete. Almost no one who loses their way to the top of the draft cares about picking a player who is "ready" from day one because the rest of their roster isn't ready.
