Neither does the author. A whistleblower is defined as "a person who informs on a person or organization engaged in an illicit activity.". If the leaker was really concerned with possible "illicit activity", he/she could have simply pointed out the deleted SARs with expressed concern. There is no need to leak information illegally. One illegal activity doesn't make the other right.
