I would guess that some deep state trumper pulled the report

some fed had already seen the SARs, then saw they were missing and didn't know who he/she could report the suspicious activity (deleting SARs) to - so he/she became a whistleblower (leaker in sal's world.)

I'm sure the Feds know who pulled the SARs and who blew the whistle.
