because a lot of them probably act in the same politically expedient ways. They don't really oppose (insert topic here) but they know that they have to publicly oppose (insert topic here) because if they don't, they won't get national fundraising and campaign support and may even draw an opposition candidate in the primary (Jeff Flake).
