ty damage or injury/death, they are accountable irrespective of whether it was caused by inattention or impairment - I don't care if you're texting, drunk, or arguing with your wife.

It's the infringement which should be illegal.

Speed limits should be safety advisements and again, if someone causes an infringement of property or body they are accountable.

does it matter if the person was speeding while sober or driving the speed limit while drunk? no.

what matters is if they infringe on someone.
