if the government wasn't preventing it and arresting people for it. Sports books make their money on the amount of action they get and there would be very little motivation for them to make sure betting was fair if they were making huge profits off of bets on fixed matches. They aren't going to stop the profits and make their sports books look less trustworthy if they weren't forced to do so. The customers would never know about any risk in your scenario.
