local district and put them in a religious school would that improve district test scores? No, scores district wide would go down. This is a fact.
If we then took the kids left and let a local charter school grab all the smart, well behaved kids (and funding), would that further improve test scores? No, scores district wide would go down. Again.
Cluster the special needs kids in the public schools and aggregate their test scores in with the kids left. Would that high population of special needs kids further improve test scores? No, scores district wide would go down even further.
Is that the fault of the district? I say no. The game is rigged.
KCMO is only a failing district because everyone skimmed the academic cream off the top long ago. Put all those parts(and funding) back in the puzzle and you have a normal, high performing district.
There are schools in KCMO with 25% or more Special needs kids in them.
The leftovers from the looting is how I would describe it.
That factor alone will make it nearly impossible to achieve accreditation and academic excellence.
On an individual basis what you are talking about is criminal. Blaming it all on a school district is naive.
