The ESN is hard coded on the microprocessor. Info blown once and that is it. More than once when we were a Cellular One agent we had people try to activate stolen phones. While we were "programming the phone" with a MIN (mobile id number), ie the phone number, we were actually stalling to confirm with the carrier a stolen phone. They most often got to meet a police officer in the lobby.
