No. It means Mueller has no intention to bring criminal charges against Trump or his inner circle. Any damaging or embarrassing information discovered will be leaked for the purpose of supporting impeachment. Mueller is finished as a prosecutor. He has found nothing actionable in a criminal sense. I suspect his hope is that Trump orders his firing. The veil is lifted. It is all about the politics now.
