the person who donates?

In the Edwards case, no charges were filed against the people who donated money above the legal limit to Edwards.. Edwards was charged with accepting the money....

It seems like the law is the politician cannot lagally accept the money, but the person donating did not break the law if the 'excess contribution' is offered by them and/or accepted by the politician
