His buddy thinks he needs to hire foreign workers to staff his lawn care business because US workers won't work for the $17/hour he is looking to pay.
The gummint disagrees that he needs foreign workers for that, so the buddy is left with a few (painful) choices:
1) Hire illegals and take his chances with the law.
2) Raise the rates to his customers in order to pay even higher wages to attract workers.
3) Find another business.
I didn't take that as a complaint.. just a fact of doing business in a very price competitive service industry that is dominated by illegals.
