The US uses North Korea as a justification to garrison weapons close to China. Very useful to our China containment/encirclement policy. It is also useful to keeping Japan in line. Also useful in justifying defense spending increases.
We aren't going to let that go just to get rid of Nukes in North Korea. Unless we can replace North Korea with a regime hostile to China.
