by James Madison and Thomas Jefferson at the University of Virginia in 1824. During a board of regents meeting (of which Madison and Jefferson were members) it was decided that students who attended UVA could not have guns on campus.

Hmm, maybe it's as though Madison and Jefferson believed there were necessary limits on the second amendment.
