do not stop deaths or make the roads completely safe. There is an inherent risk in hurtling down the road in a ton of steel. You cannot make that perfectly safe.
But most people follow reasonable laws and guidelines. Most cars on the road are registered and insured and operated by licensed drivers.
But there is also a percentage who don’t give a damned about the laws and consequences for breaking them.
