indict a bunch of Russians who he will never get to prosecute for stuff that has gone on for years and we do too.
Creates a plausible theory that Trump could have benefited--it makes the total hoax story look questionable
If he really serious interview Trump under oath and create a lying to the FBI claim. Sort of a Bill Clinton Monica Lewinsky deal. There was a reason Comey never put Hillary under oath,as he didn't want to prosecute
