A person can buy a gun and toss it in a safe and not think about it. Years later find out wife is cheating, beat her then days/weeks later go buy ammo with no check to shoot his wife and her lover.
Or a gun owner can later have a mental breakdown, start buying up loads of ammo for a Vegas style shooting and no one would ever know.
Hell, businesses could use such a system and require medical records checks for future ammo sales as well. No consent, no sale and HIPAA is no longer a roadblock. Can see if there were any recent mental issues and then decide not to sell.
