to taxpayers in the other 49 states in the form of deductions?

If the need, societal benefit and utility of state and local taxes is so apparent, they should stand on their own.

The tax code "simplification" done in this new act is not simplification. Reducing the tax code to the size of a cocktail napkin is simplification.
