Mueller is too by-the-book to make this a public scene.

He will hand over the findings to Rosenstein and hopefully all of Congress so that, after redaction, the report can become public information.

He may recommend charges based on whatever, but he wont be the one pursuing them.

Literally all of the news has been saying this since the start.

Edit to add: the Republicans will likely not, based on precedent, impeach no matter what the findings are. Thats why 2018 will be so important.
