Article 5, aka Convention of States.
Missouri became the 12th State to adopt a Convention of States Resolution (SCR 4). 12 states have adopted similars resolutions since 2010 & there are now 28 states with them.
2/3 of the States or 34 are needed to pass resolutions, in order to convene a Convention of States to propose constitutional amendments “that impose fiscal restraint on the federal government, limit the power and jurisdiction of the federal government, and limit the terms of office for federal officials and members of Congress.”
The Founders includes the language in Article IV to recalibrate the balance between the federal government and return power back to the people of the Federal Government ever exceeded its Constitutional bounds.
