I'd say the " business owners" drive the economic policies adopted by the WH,because they are their ( the politicians) main benefactors.

The tax cut finally got done, because many of these"resources" were explicitly making it crystal clear, their contributions would be withheld in the future, without effctive action.

Result: a favorable corporate tax rate cut
