GAT-- These were some serious nits you picked, but I'll address them:

A ridiculous comment, if only because of the huge number of opiod deaths, who came mostly from presribed and legal drugs.
I don't believe the author is engaging in a comparative and qualitative analysis of drugs versus other problems. He's simply saying that drugs are a problem, and shouldn't be treated any different than other problems in a general and legal sense.

Even more ridiculous. Of course its a medical problem. The damn brain physiologically changes for God sakes.
You've omitted the full context of this sentence. The author says:
"What we’re dealing with isn’t a medical problem, it’s a psychological, even a spiritual, problem. And a legal problem, because self-righteous busybodies keep passing laws—with very severe penalties—regulating what people can or can’t do with their own bodies. It’s part of the general degradation of civilization that I’ve been putting my finger on over the last few years."
He wasn't talking about drugs being a psychological or spiritual problem for users; he was talking about the war against drugs being the result of psychological and spiritual problems inhabited by the busybody bureaucrats and other members of the enforcement cartel against drugs.
