legal is pro-slavery even if they are personally opposed to owning slaves?

That was the opinion of Sen. Stephen Douglas who debated Abraham Lincoln when they both ran for the position of US Senator from Illinois, and yet everyone considered Senator Douglas to be "pro-slavery" even though he owned no slaves and considered doing so to be abhorrent. He just did not feel he could or should impose his morals on other people.
