You don't understand the argument which is two-fold:
1. No rights are infringed upon at the sight of genitalia; no rights are infringed upon in seeing someone masturbate. To stop someone is to initiate force against one who is not using force himself, which would be a violation of the NAP and an infringement of rights.
2. under an anarcho-capitalist, or purely libertarian society, there is no public property; the property owner is well within his rights to allow or disallow people and/or behavior on his property, and is also justified in using force to stop someone from doing so. So this worry and handwringing and concern over masturbation is a non-issue. It is, in fact, an appeal to emotion.
