millions stayed uninsured with the mandate. I would bet most of those did not even pay the penalty, and the IRS was told to leave them alone...the problem is the min coverages forced upon people and the fact that they put together this pool of people that needed super healthy people to essentially pay for the sickest people and when the healthy people declined, the premiums shot way up...and then companies get out of the pool so less competition leads to even higher prices
