content A and 35 people want Content B, should ISPs be able to set pricing differently or manage bandwidth based on that demand?
If content provider A, a mega Billion $$ Fortune 10 company decides to offer huge bandwith services over the internet, should they be able to do so without ISPs charging them or can they just elbow out other content - or should govt just order ISPs to build more infrastructure so Google can make more cash?
