If Mr. Mueller had evidence of a conspiracy crime following months of investigation, Mr. Flynn would not have been provided the opportunity to plead to a process crime. Mr. Flynn would have been required to plead to the conspiracy before the judge and explain to that judge the nature of the conspiracy and those parties that participated in the same. Pleading to the process crime merely means that Mr. Mueller is still fishing for something, anything after these many months of investigation!
