Class. Frankly, you had an easy arguement to make. If you make a cut in the rates, without other changes, everyone in that range will get a cut.

Still wouldn't solve your problem that the top payers received the vast majority of the benefit if looked at in dollar value, but as I said above, that is unavoidable, if they get a cut
