is for the armed populace to stop it. People seem to think it's a great heroic success when some dude kills a bunch of people, but he's shot by a rootin' tootin' gun shootin' civilian.
So perhaps the solution is a program which requires gun ownership and carry, and gives a gun to every man, woman, and child who can't otherwise afford one.
