Commissioned in 2008. ETS in 2017 = 11 years in service and not enough time to qualify for retirement.

It sounds more like he didn't get selected for promotion to Major (O-5) and was advised to leave via the 'Up or Out" policy.

In any event, I thank him for his Service.
