At one time the main government programs for grains determined a base or allotment for all farms for grain crops. And farmers received some payments for planing less than the full amount of their allotment.
Those programs ended about 20 years ago. The only government program that exists to day that pays a farmer for not planting is the conservation reserve program. Under it a farmer commits to not grow crops for ten years, to plant the land to grass and to perform minimum maintenance on it, i.e. mow it once a year. In return the farmer receives a relatively small payment per acre.
The purpose of this program is land conservation, not to influence price by taking crop land out of production.
