At the time of the shoot down, the USS Vincennes was involved in an intense battle with Iranian gunboats. The crew (wrongfully) believed the aircraft was part of a coordinated attack.
The Vincennes crew made several attempts to contact the airliner on military and civilian radio frequencies, but received no response. The airliner crew either did not hear the transmissions or thought the messages were not intended for them.
The Captain of the Vincennes was informed by his radar operator that the Iranian flight was descending (not ascending) and he took that as an attacking aircraft.
