from the demand. If the war on drugs has taught us anything it is that as long as there is a demand for something someone will supply it.

Make the penalties for these companies so high they don't want to pay them. In addition go after the individuals who did the hiring too. Some companies will take the risk if the reward is great enough. But a HR worker will not be so quick to go along if he will be held personally liable as well.
