The issue is the illegitimacy of the State, and how it only exists by force. In order to maintain itself and ensure its existence, its agents are used to control the population. Cops are some of these agents, and they are the ones to ensure the controlled population complies with the State's "laws". In doing so they have targeted marginalized communities in both law and action. These enforcers enjoy a host of privileges that the resident population are not afforded. When these truths are exposed, no matter how briefly, people respond and react, fed up with something they know is wrong, but can't fully explain what it is. And what it is is the State vs us.
