I don't have the specifics because I am not an expert in the area and do not know the specific needs levels of those locally in terms of those areas.

For each of those areas where people can afford for themselves, government should get out of the way with the exception of basic safety regulations.

I would expect that with reductions in taxes, the dollars available for charities, and competition of charities would increase vastly in that they could provide many of those purposes at a lower cost than how government provides it.

Government can step in and help pick up the slack and can likely use the charity organizations to deliver the outcomes.
