Ok, so lets pretend Im poor and can only afford a low-level car insurance. Some rich dick runs me off the road and I am in the hospital. Completely his fault. But he pays nothing and now I cant pay for my own medical expenses outside of the basics.

How does this fix the problem? It just passes the buck to poor people.
