The regional systems will make those connections as long as whoever entered the warrant entered the related info. Nationally, not going to happen because the cross references between a Missouri license plate and a New Hampshire warrant aren't there.
Backup? Usually not on a routine traffic stop. If we were free, we would make a point to drive by another officer's stop but wouldn't officially backup his stop unless requested.
If it was a DUI, then yes. Needed a second officer to observe the field sobriety test and tow the car. If it was a suspected criminal stop, then yes.
I once solved a commercial burglary of a customized van (Gerwin Vans, if you remember when shaggin' wagons were popular in the 80's). Stopped a guy for a traffic violation and recognized the high end car stereo as one pictured in roll call and stolen by the case lot in the burglary.
The POS car and the high end stereo didn't match. Interrogated the driver and his younger brother (who was actually smarter than his brother) and they told us who had give them the stolen property.
Good police work solved a burglary.
