The computer system--a nationwide network--has the information stored it it for queries. When you run someone via their DL, often by name and DOB, it automatically makes the nationwide search. It can make matches on partial identifiers and even on the DOB if nothing else matches because the person gave a fake name and actual DOB.
So no...you RARELY stop a car KNOWING someone has a warrant.
It does happen....you CAN run a plate and the car comes back associated to a person with a warrant because they were driving that car on a previous violation.
Or responding to a call at an address the dispatcher can dump the address to look for any residents with active warrants. Makes it a lot easier at a family disturbance when one of them has to go to jail. End of problem.
