A very important addition is cleansing the voter rolls. It is not illegal to be registered in multiple jurisdictions but it does greatly increase the chances of fraud.

If someone were to try and cast a ballot in my name it would likely be discovered if they did it at my current location because I usually vote. I have not lived in Jackson or Cass counties for over a dozen years, if I were still registered there, I don't know if I am or not, someone could easily vote in my name and I would never know.
